What is Saber electronic platform?
Enforced on January 1, 2019, SABER is a comprehensive system introduced by SASO and has replaced the old system for issuing SASO Certificate of Conformity (CoC) for goods exported to Saudi Arabia. SABER platform aims at facilitating and accelerating procedures for the entrance of goods into the Saudi market in coordination with the Saudi Customs.
To reducing the period of clearing shipments at Saudi entry points and ensure correct documentation, the Saudi Standards, Metrology and Quality Organization (SASO) and Saudi Customs have recently
announced the integration of the FASAH (clearance, the Saudi shipment clearance portal) system and SABER platform. As per July 1st, 2020, the integration of both platforms enables beneficiaries automatically verifying the consignment conformity certificate when obtaining the customs declaration. Since 1st July, there will be no need for companies to print the SCoC as it will automatically be in the FASAH system. Any shipment to Saudi Arabia that does not have a SCoC will be refused at destination and re-exported at the cost of the importer (who may charges the cost to the exporter/manufacturer).

Once a product is registered on Saber, it becomes linked to its HS code and saved on Saber database, which facilitates the certificate renewal process.
Saber platform allows the importer or manufacturer to track their requests to register products or issue certificates.
Connecting the importers and manufacturers to the assessment bodies -like Tabseer-, as all SASO approved bodies are enlisted on Saber .
All conformity assessment bodies work under SASO supervision, which ensures trusted conformity services.
Avoiding any delays or rejections, as not registering on Saber prevents the products from clearing at customs ports.

Saber registration process
1.Creating an account for your company on Saber where you will have the required help for account management.
2.Registering your products on saber and submitting all related technical data for each product, whether it is subject to technical regulations or not.
3.Classifying the HS code for each product.
4.Selecting Tabseer- as an approved body for conformity assessment via Saber .
5.Following up issuing the corresponding certificate.
6.Once the Product Certificate of Conformity (PCoC) is obtained, you can request a shipping certificate via Saber .
There are two certificates issued via Saber, as there are two phases of the conformity assessment process, and a certificate issued for each phase:
Product Certificate of Conformity (PCoC)
The Product Certificate of Conformity (PCoC) is proof that a regulated product conforms to standards and relevant technical regulations.
The request for issuing PCoC must be initiated by importer, then selecting a Certification Body like Tabseer for conformity assessment and issuing the certificate.
Shipment Certificate of Conformity (SCoC)
The Shipment Certificate of Conformity (SCoC) is issued for each specific shipment, after issuing the PCoC through the certification body, it is also requested by the importer.
